01200
01300	Dear Dr Branscomb:
01400
01500	\JWould IBM be interested be interested in broadening its association
01600	with the outside speech recognition work by
01700	supporting some phase of our speech recognition work here at
01800	Stanford?
01900
02000	I believe that this might be a good thing from IBM's point of view
02100	for the following reasons:
02200
02300	1) It would bring a different perspective to bear on your problems
02400	with the enthusiasm and originality that fresh graduate students can
02500	offer. The time-sharing on-line graphics-oriented speech-research
02600	facilities here at Stanford are perhaps unexcelled, and we are, of course,
02700	tied into the ARPA net.
02800
02900	2) The work that we are doing,
03000	particularly that on the pitch synchronous extraction of acoustic
03100	parameters, on the search for new acoustic correlates, on the
03200	development of improved formant picking techniques that can be safely
03300	used in transition regions, and finally, on the development of adaptive
03400	learning techniques,- all of this work would seem to nicely complement
03500	your in-house work.
04000
04100	3) My own long association if not active participation in speech
04200	work, first at the Bell Telephone Laboratories (1928-1946)
04300	and later at IBM (1949-1966), where I was more directly
04400	involved in the early faltering attempts to get started in this work,
04500	should be of value in preventing the needless
04600	repetition of old work.
04700
04800	Perhaps I should also add that I have been an IBM consultant off and
04900	on since my retirement in 1966 (but not in speech recognition
05000	research). I would be willing to consider a renewal of this
05100	relationship if this seemed desirable
05200	but this is not my major concern.
05300
05400	My principal concern is to obtain some outside support for our graduate
05500	students. The ARPA support
05600	that we have enjoyed has never been adequate and there is danger of
05700	its complete loss because of budget cuts and perhaps partly because of my
05800	own outspoken lack of agreement with the ARPA point of view.
05900
06000	If you want any additional information about me I suggest that you
06100	talk with some of the senior people in IBM Research or for details of
06200	my current work with Rex Dixon or Chuck Tappert.\.
